Abstract

ESPON SECC analyses the spill-over effects of European Capitals of Culture on territorial development, with a focus on host cities and their surrounding regions. Drawing on four case studies — Guimarães, Veszprém–Balaton, Bad Ischl–Salzkammergut and Bodø — the project examines how large-scale cultural initiatives can generate socio-economic, cultural, institutional and territorial impacts beyond the title year. Particular attention is given to the multi-scalar governance arrangements created around European Capitals of Culture, including cooperation between municipalities, public institutions, cultural actors, civil society and private entities. Through document analysis, interviews, focus groups, territorial indicators and stakeholder engagement, the project seeks to understand which mechanisms support cooperation, territorial cohesion and the sustainability of cultural legacies. Its findings will inform policy recommendations and practical tools for embedding culture in long-term regional development strategies.
